Public administration can be broadly described as the development, implementation and study of branches of government, implementation and study of branches of government policy. The pursuit of the public good by enhancing civil society and social justice is the ultimate goal of the field. Though public administration has historically referred to as government management, it increasingly encompasses non-governmental organization (NGOs) that also operate with a similar, primary dedication to the betterment of humanity.
Differentiating public administration from business administration, a closely related field, has become a popular method for defining the discipline. First, the goals of public administration are more closely related to those often cited as goals of the American founders and democratic people in general. That is, public employees work to improve equality, justice, security, efficiency, effectiveness and at times for profit. These values help to both differentiate the field from business administration, primarily concerned with profit, an define the discipline.
