"World History is Nothing But the History of Universal Anarchy". "In the Universal Age, the institution of prison and imprisonment s found throughout the world". This is the first research work on “Prison Management: Problems and Solutions", with special references to Universal State. A research work on important topic like, "Prison Management: Problems and Solutions", in the Global Age, will prove a milestone towards world peace, liberty, equality, fraternity, justice, development and rationality. Because, the "Supreme Human Aim is becoming a scholarly exposition of a difficult subject and confidently expected to provide reliable guidance to all those engaged in the research on "Universal Rationalization on Prison Administration". The aims and objectives of this work is to develop a global movement to replace the institution of prison by alternatives to prison and imprisonment.

Dr. Madhavarao Bheemarao Mahaworker, M.A. (Karnatak University, Dharwar0, Ph.D. (Kuvempu University, Karnataka) is Professor in the Dept. of Political Science, sahyari Arts College, Shimoga, Karnataka State. From college days he has been a Universalist. On the basis of the concept of “Universal Nationâ€, he completed Minor research Project on “Prison Administration in Karnataka†in 2002. Such original ideas are rarely found. Now, he is engaged in writing two books viz. (1) “Universal Nation†and (2) Social Impotents (Government Servants Local to Global from the angle of rights and liberty, especially political rights, in all fields). Being an advocate of the concept of “Universal Peace Through Universal Nationâ€, is engaged in the “rationalization of the Whole World including the Prison Administration. “He was a Coordinator of “First International-University national Youth Parliament session Competitionâ€, sponsored by the Ministry of parliamentary Affairs, Government of India; secured Second Place at the national level and continued as Co-ordinator for few more years. He is a life member of The All India Political Science Association, New Delhi; Karnataka Political Science Teachers Association, Banglore; Indian Institute of Public Administration, New Delhi; Joint Secretary of the Kuvempu University Political Science Teachers Association; Secretary, World Peace and Indian Integration, Shimoga; attempted several times to form “Organisation for Universal Nation,: “March for World Peaceâ€; attended several state and national level seminars and conferences. Developed global mentality, which is rarely found, though travelled less even with in India. Being a “Universal Rationalistâ€, still more can be expected from him by the world society.
