Apart from other programmes of dairy development, Operation Flood was launched in the country in early seventies with a view to bringing white revolution and providing marketing support to milk producers. Notwithstanding the institutional intervention through establishing a network of milk co-operatives, the role of unorganized and informal sector continues to be crucial due mainly to the special character of the product and existence of local milk markets.
