This volume is a tribute of Prof. S.P. Verma whose contribution to the discipline of Public Administration has been invaluable. The editors have tried to weave together diverse themes in Public Administration which essentially draw sustenance from one another. The changing context of Public Administration has been a witness to changes in many such areas or streams. The volume tries to throw light on some of the emerging perspectives ranging from privatization debat, new economic policy, research and infrastructure development, organization building to decentralized planning, role of panchayats, hospital administration, law and order problem, administrative corruption, role of ethics and leadership. Public administration as a discipline has come a long way since the Wilsonian era. In India, it is facing new challenges which need to be grappled with if the subject has to sharpen its tentacles. The privatization debate is posing the most crucial question mark, forcing the scholars to look for endogenous responses within the discipline. The exercise may entail restructuring at the organizational level decentralizing at the operational level or even debureaucratising at the decision making level. This calls for a fresh introspection of the subject that would enable us to analyse the impact of globalisation on the economy, repercussions of haphazard urbanization and the debacles of grass-root planning. This volume is an attempt to throw light on varied pertinent aspects of Public Administration keeping in view the changing perspective and the growing dimensions of the discipline. While it is not feasible to summarise each and every argument put forword by the distinguished contributors to this volume, a little reflection on a few important issues may be in order.

ABOUT THE AUTHOR Alka Dhameja
Alka Dhameja (b. 1964) is a Senior Lecturer with the Faculty of Public Administration, IGNOU. She has done her M.A. and M.Phil. in Political Science from the University of Delhi. She has recently finished her Ph.D. on 'Police Training' from Panjab University, Chandigarh. She has eleven years teaching and research experience and is currently involved with the Faculty's initiative to bring out quality courses in the area of Disaster Management.
ABOUT THE AUTHOR Pradeep Sahni
Pradeep Sahni (b. 1955) has Masters Degrees in Public Administration and Political Science from Panjab University, Chandigarh. He did his M.Phil and Ph.D. from Panjabi University, Patiala. He has 21 years of teaching and research experience to his credit and is presently a Professor of Public Administration at the Indira Gandhi National Open University (IGNOU). Before joining IGNOU. Prof. Sahni has served at the Panjabi University and the Haryan Institute of Public Administration. Besides five books, he has published a number of research papers and articles in Indian and foreign journals. prof. Sahni along with his colleagues has made a pioneering initiative in the area of disaster mamagement and a good number of courses and projects in different aspects of the subject have been launched by the University.
ABOUT THE AUTHOR Uma Medury
Uma Medury (b. 1958) is a Senior Lecturer in Public Administration at IGNOU. She has an M.A.Degree in Public Administration from Osmania University. Recently, she has finished her Ph.D. on 'Boards of Management' from Panjab University, Chandigarh. With eleven years of research and teaching experience at IGNOU, she is now working on innovative courses inDisaster Management being conceived and developed by the entire Faculty of Public Administration.
