Ensuring food security to all people is the primary responsibility of the state. The central and state governments have started various programmes to alleviate poverty. In India, the public distribution system is a large-scale food rationing programme meant to reduce food insecurity. This system has been concerned mainly with foodgrains distribution. ABOUT THE AUTHOR V.B. Bhise

Dr. V.B. Bhise (b. 1955) is a senior professor in the Department of Economics of Dr. Babasahab Ambedkar Marathwada University, Aurangabad. Professor Bhise has contributed to many journals of Economics. He has earlier edited a book on "Economics Reforms and Ninth Five Year Plan." He is an active member of many professional bodies of economists.
