Rajiv Gandhi, as Prime Minister of India, in 1984-89, brought with him a brightness and hope, as well as a believable vision of the twenty first century–qualities then badly needed to speed up the process of achieving the techno-economic development of India. He projected an image of modernity and infused a new confidence among people; this was marked by a vision largely techno-critic and relying heavily on science and technology. He was stated to be a man in hurry, aspiring to make India a technologically advanced nation by the next two decades, with the inputs of modern science and technology. His name is synonymous with the ushering in of Computer Revolution in India. He gave a clarion call to the nation to take a quantum leap into the twenty first century. It was his dream of modernizing India, of bringing her fully technologically, economically and socially into the new millennium. It was a dream of a strong, proud and United India, which would march in to the twenty first century with courage and confidence. He was a crusader of modern science and technology and elucidated his inspiring vision in clear and confident terms, often contradicting the dominant discourse of his time. An in-depth study of his writings and speeches, on science and technology, shows his mind and ideology, as well as his frankness and sincere zeal for the effective utilization of science and technology towards the welfare of mankind. He realized that modern science and technology can play a useful role in social uplift, in creating a more open society and in bringing India closer together. He was the creator of a vibrant force of change. He was an innovative mind attempting to redefine India’s role in the changing global environment. He believed in the growth of the individual, as well as of the nation. He lived a short life long. He did not live long enough to see his India of the twenty first century, but India lives on to see his dreams. India is happening. The future beckons India to be prosperous.

ABOUT THE AUTHOR Pawan Sikka
Dr. Pawan Sikka is a solid state physicist, science –policy analyst, academicians and science - administrator. He is former Advisor/ Scientist - G, Ministry/department of Science and technology (DST), Government of India, New Delhi. He has held various senior positions there during 1974-2004. He was Director (International relations) for science and technology, 1989-1994. As a Principal scientific officer of the DST in 1985-89, he was associated with the then apex Science Advisory Council to the Prime Minister, Rajiv Gandhi. He holds Ph.D. and D.Sc. degrees in Physics. Under the British Council ODA Scholarship, he was a Visiting fellow to the university of Oxford, Oxford, U.K. for Science policy Studies in the academic year 1984-85. He has contributed a number of technical papers, on the Physics of amorphous semi-conducting glasses, as well as on the science - policy related issues concerning the post-independence development of science and technology in India, in national and international journals. He is a life member of the: Oxford and Cambridge Society f India, New Delhi; association of British scholars, British Council, New Delhi; Materials research Society of India, Hyderabad; and Semi-Conductor Society of India, New Delhi. He is widely traveled in India and abroad. He has delivered special lectures on science policy related studies, at the Jawaharlal Nehru University, (JNU) New Delhi. His another book, Rajiv Gandhi - His Vision of India of the 21st Century: science, technology and national development, is widely read by scholars and academics the world over.
