Even after 56 years of Independence of our country, there is no comprehensive policy for the protection of Tribal communities. By and large, the tribal people have remained backward educationally, socially, economically and politically. The states of Jharkhand, Chattisgarh and Uttaranchal were carved out of Bihar, Madhya Pradesh and Uttar Pradesh respecitively, on popular demand on ethnic, language, cultural ethos and other geographical similarities, which has created a paradigm shift in the overall approach in tribal development and Administration. The book includes papers presented during a National Seminar on administration of Small Tribal States organized in Feb. 2005 and the discussions thereof, and Recommendations of the National Seminar are presented in this book in an edited form, for bringing out the salient features of the necessity and constitution of small tribal states, people-centered development model for tribal areas, planning and implementing tribal development with people’s participation and in collaboration with Government machineries, NG replicable Models, PRI Institutions, Research and Academic Institutions etc. The Book also includes articles on salient features and problems faced, including the proposed solutions for the administration of the New Model. The finances and resources and the development lacuna for the small state approach has also been discussed threadbare in the book. The book would be of interest and use to the policy planners, government and non-governmental officials, academicians and researchers as well as institutions associated with development and administration of tribal areas. The book would be in important handbook for newly created small tribal states.
