Gandhiji was the architect of social transformation in India. His dreams were to give autonomy (Decentralization) to our villages. He advocated his noble theory of “Hind Swaraj’. He suggested that India must do away with basic necessities of life. It is also said that when the first draft of India’s constitution was referred to him, he tore it off that it did not contain anything about Gram Swaraj and social Transformation in Indian Social Structure.

After Independence Indian Government took Initiative to transformed the Indian Society launched various policies and plans for the welfare of weaker and marginalized section of society such as CDP, PRI”s ,Green revolution, Zamindari Abolition act, etc. but its benefit not reached to rural population at grass root level and it created atmosphere against the state. Many state governments brutally suppressed the anti state movement. People realized only radical communist model can solve their problem, to curb the naxalite and communist movement government launched both strategic and development model to solve the naxal menace in tribal and rural region of country.
