The world at the dawn of the 21 century is in a state of flux. The momentous economic, technological and political changes weeping the world have resulted in consequences hard to explain and predict. Not surprisingly, the states all over the globe are in search of a new orientation to their foreign policies. South Asia is not immune from the drastic shifts in the strategic, ideological and economic dimensions of the emerging world order.
