The policy of market oriented restructuring and globalistion of Indian economy was launched by the Narasimha Rao Government in July 1991. The stepping towards the structural reforms was in the backdrop of external borrowings from IMF and other sources, obtained to overcome the precarious balance of payment position inherited by the new Government in June 1991, and in the process to bid farewell to the ‘licence raj’ system of administration. ABOUT THE AUTHOR Devadas Bhorali

Dr. Devadas Bhorali (b. 1938) is Professor and Head of the Department and Dean, Faculty of Commerce, Gauhati University, Guwahati. He obtained his M.Com., LL.B. and Ph.D. degrees from the Gauhati University. Prof. Bhorali is currently associated with post-doctoral research work. A reputed research supervisor, Prof. Bhorali has been teaching financial management, business environment and industrial laws to the Post Graduate Commerce students in the University for the last twenty five years. A regular contributor of articles and research papers to reputed journals, he is associated with a number of Universities in different capacities. He has also written and edited a number of text books in regional language. A prolific writer, Prof. Bhorali has already authored/edited four outstanding books. His recent book GATT Agreement or Dunkel Draft Treaty (1994) was widely acclaimed.
