The Karnataka Land Reforms Act of 1974 was regarded by some as one of the most radical land reform legislations in India. The most important provision in the act was the abolition of tenancy, by converting tenants into owners. This comparative study brings to light the fact that in spite of the realisation of the goal of equity as a result of tenancy reform, the goal of raising productivity may not be realised to any substantial extent if there are serious constraints on agricultural development.
