‘Participation’ is a concept that occupies the center-stage of the global development discourse. The reality of participation, however, is often at considerable variance from the rhetoric. Shirley A. White is Professor Emeritus at the Department of Communication, Cornell University, where the conducts research and outreach programs in development communication and in video, organizational, and interpersonal communication.
