The need of universal literacy is recognized in all the developing countries because there has been a significant socio-economic development in those countries where there is universal literacy or high rate of literacy. As pointed out by Dr. Shankar Dyal Sarma, the then president of India, “Literacy is an indispensable component of human resource development and an essential element for national progress. Before independence, the movement for universal literacy was confined to some voluntary agencies and the British Government has shown nominal interest in mass literacy. The eminent freedom fighters and social reformers like Dadabhal Neoroji, Gopala Krishna Gokhale, Mahatma Gandhi and Abdul Kalam Azad recognized the imparting education to all has continued, perhaps more rapidly after independence. The Mass Literacy Campaign Programme was taken up in a big way on 5th May 1998, with well defined methods for undertaking the gigantic mission of achieving 100% literacy by the year 1995 or by the end of the VIII plan. The programme inaugurated by Late Shri Rajiv Gandhi, with a planned programme of action of involving all governmental and voluntary organizations in the programme. In the Andhra Pradesh even before independence, Prof. N.G. Ranga and Shri Gadicherla Hari Sarvottama Rao, took keen interest in education and universal literacy. The sate of Andhra Pradesh has undertaken this programme as part of over all national strategy. Data were collected form these sample respondents using three types of interview schedules for the respective groups. The schedules for learners and literacy volunteers were prepared in Telugu (local language) and interview schedule for functionaries was prepared in English. A separate test was administered on the neo-literates to know their level of literary.

Dr. Nimma Venkata Rao is an Associate Professor in the Department of Education, Andhra University, Visakhapatnam with 23 years of experience in teaching and Research. Currently Chairman, Board of Studies in Education (UG), Andhra University and Assistant Principal, College of Arts and Commerce, Andhra University, Visakhapatnam. He did his M.A. Philosophy, M.A. Education, M.Com and Ph.D in Education. He has been guiding Candidates for research leading tot he award of M.Phil and Ph.D. Degrees. He visited Kanass State University, Manhattan, (KS) USA Under the faculty award of International Study and Research Grant for the year 2004 by the andhra University. During his stay at USA, a study was conducted on the assessment of US Education System at K-12 and Teacher Preparation Programme. During August, 2004, a 3-day Regional seminar was organized under the chairmanship of Dr. S.V. Adinarayana Rao, National Repute Polio Surgeon and Director General Pema Hospital, on the subject, 'Strengthening School Education and Teacher Education Programme in Andhra Pradesh'. This Seminar was inaugurated by Dr. Y.S. Rajasekhara Reddy, the Hon'ble Chief Minister of Government of Andhra Pradesh, Dr. Nimma Presided the inaugural session. Dr. Nimma is the only one who got the opportunity to visit USA during April-June 2005, since the inception of the Department of Education in Andhra University, from 1973. He has been the President of A.P. Teachers Federation, Visakhapantnam Urban District for the Past 23 years, he served as Secretary, IATE, Southern Region during 1996-98. Dr. Nimma served as Regional Co-Ordinator, Ed. CET-2003, Andhra University, Conducted Ed. CET Entrance Test and B.Ed. Online admissions.
