The work discusses the interaction between natural resources management and livelihoods on the one hand and the existing empowerment framework on the other. Based on a survey focused on the small and marginal female farmers in the tribal-dominated Dungarpur district, Rajasthan, the study showcases the dynamism at the grassroot level and the need for a comprehensive local livelihood security framework to unleash the potential latent at the grassroots. It analyses the design and implementation of public policies and programmes, including interventions such as the Backward Regions Grant Fund. It shows that the Panchayati Raj Institution (PRI) has grown a strong local base and deals with the perspectives of women who are PRI leaders. It surveys the work distribution between the genders, control over the use of income by the women, their participation in decision-making, recognition of the efforts of the women as farmers, their land ownership and decision-making by them.
