In recent years, rapid urbanisation and Industrialisation caused rural-urban migration and urban unemployment in most of the Third world economies like India. Therefore, there is a need for focusing attention on these aspects to solve the problems of the surplus labour and to improve the quality of the participants in urban unorganized sector. This study is an attempt to delve deep into the aspects of unorganized sector. This study is an attempt to delve deep into the aspects of unorganized sector employment, earnings, mobility and quality of the participants of this sector for implementing appropriate policy measures to improve the quality of life off these urban suppressed. Entrepreneurial background, their attitudes and preferences, creativity and innovations in the modern business and the size and structure of the organizations are analysed for efficient and effective resource management in India. The author summarises various empirical studies, suggests some policy measures for better management of human resources and unorganized enterprises in the country. The scope for further research on this area helps for focusing some attention of the researchers during the years to come.
