ABOUT THE AUTHOR Ram Gopal

Ram Gopal (born: 1931) got education in Delhi and Punjab.  After graduation, in 1953, he joined serice in the Central Government and retired in 1990, as Under Secretary, Ministry of defence.  He has been the honorary President of the Section Officers' Association of the Central Secretariat, New Delhi, for the last five years of service.  After retirement, he took up an in-depth study of the various ailments affecting the Indian life and writing in various newspapers and periodicals as a free and independent citizen.  So far, over a hundred articles, and write-ups have appeared in the Statesman, the Indian Express, the National Herald, the Hindustan Times, the Organizer (weekly), etc.
