Women and children form vivacious majority of each and every society and Jammu and Kashmir is no exception to this. From time to time, the State has taken necessary measures in order to cater to their special needs. As a result of different measures for the welfare of women and children, there has been a steady improvement in the status of women and children in Jammu and Kashmir. But the progress achieved in this regard leaves much to be done in the coming future, if we are serious about the proper social nurturing of our coming generations. Our society is still featured by low female literacy high infant mortality and morbidity, growing disparity between sexes, malnutrition of children. Policies and programmes for the development of women and children have received different responses from the social structure. Confining upon the context therefore, it is logically called up to undertake a sociological study of this kind in order to analyse the factors which encumber or facilitate the success of development programmes relating to women and children.
