Intergovernmental organisations have a key part to play in encouraging the free flow of information between the various countries of the world. Fortunately, national libraries and similar practical institutions had also recognised the need to promote a better flow of information. International library associations should act as a bridge between various types of library and information agencies and should encourage each type of library or information agency to play a national leadership role. It tells about International Federation of Library Associations and institutions (IFLA) in detail. IFLA has accepted that the changing role of national libraries throughout the world in becoming national focal points for international and national information systems. The third chapter give emphasis on the three basic organisational options that were considered at the 1974 meeting of national libraries. It further inform us that it give some idea of what could be achieved in future in the field of information services and indeed, is already being achieved by a number national libraries acting individually. The book elaborates developments in western European national libraries in recent years, which have made an important contribution to the goal of universal access to information.
