This publication offers a study of climatic disorders with the focus on Asia-Pacific island nations with developing economies that are strongly impacted by climatic change in terms of hurricanes, tropical cyclones, flash floods and droughts. It showcases multi stakeholders’ responses to climatic disorders who act locally under specific circumstances. It analyses the factors influencing stakeholder responses to the disasters, citing empirical evidences from a field study conducted at Batticaloa, Sri Lanka after discussing the physical characteristics and socio-economic conditions of the place and the types and causes of floods that occur here. It comes up with observations such as the need for a region-specific disaster mitigation and adaptation approach that is different from the generalised global perspectives that are incapable of addressing local issues.
