ABOUT THE AUTHOR Sitharam Gurumurthi
Dr. Sitharam Gurumurthi, a senior member of the Indian Administrative Service, has wide experience in economic administration in the central and state governments in India. Positions held by him include Collector of the erstwhile composite Ramanathapuram District, Deputy Secretary to Government of India, Department of Economic Affairs, Ministry of Finance; Special Secretary and Finance Secretary, Government of Tamil Nadu; and Staff Member of the international Monetary Fund, Washington D.C. Gurumurthi was closely associated with the formulation of India’s programme with the Fund during 1991-92. Gurumurthi was one among the pilot group of Hubert H. Humphrey Fulbright Fellows selected by the Carter Administration to study in the U.S. during 1979-80. Gurumurthi has authored several books including Technical Assistance and Economic Development: The Indian Experience; Fiscal Federalism in India; Some Issues; IMF and Developing Countries: An Agenda for Reform; Development Through Aid: Role of Japan; Sales Taxation in Tamil Nadu; Intergovernmental Fiscal Relations; International Experience; and Value Added Tax Across the World: A Cross country comparison. He has published several research articles in the Economic and Political Weekly. He is a regular writer on economic issues in The Hindu-Business line, Financial Express, The Hindustan Times and Outlook India.
