ABOUT THE AUTHOR Sankar Sen

Sankar Sen, former Director General, national Human Rights Commission, New Delhi and former Director of the National Police Academy, Hyderabad, joined the Indian Police Service in 1960. He graduated from Presidency College, Calcutta, and obtained master's degree in History from Calcutta University and LLB from Utkal University. He was allotted to Orissa cadre and held a number of posts with distinction. He joined the Border Security Force as the Inspector general in 1987 and was later on promoted as the Additional Director general. Thereafter, he was posted as the Director of the SVP national Police Academy (NPA), the premier institution for training of senior police officers in the country. He was awarded the Police medal for meritorious service in 1979 and President's Police medal for distinguished service in 1986. On completion of his assignment in the NPA, he joined as the director general of the National Human Rights Commission and later on functioned as the Special Reporter, in charge of custodial justice programmes of the NHRC. He has to his credit many books. Including Police Today and Human Rights in a developing Society; Tryst with law Enforcement and Human Rights; Law Enforcement and Cross Border terrorism; Human Rights and Law Enforcement, etc. At present, he is a Senior fellow in the Institute of Social Sciences, New Delhi.
