The National Policy on Education (1986) and its programme of action gave unqualified priority to universalisation of elementary education and introduced many innovations. Keeping in view of the programme of action, a CABE Committee was set up to formulate guidelines on decentralised management of education in the context of 73 and 74 constitutional amendment acts and it made recommendations regarding the management of education at district, sub-district and village levels in Panchayati Raj Bodies and Municipal Bodies. The report of the CABE Committee on decentralised management of education; national policy on education part X, the management of education; programme of action, extracts from the chapter on management of education; and copies of the 73 and 74 constitution amendment acts presented in their original from in this book will help the educational personnel in achieving the Indian dream, "universalisation of elementary education".
