Decentralisation of planning process of late has become a matter of worldwide concern. Decentralisation through involvement of local level representative institutions in the formulation of plans for development as well as their implementation is advocated in interest of efficient utilization of resources and for ensuring more equitable sharing of benefits from development. Accordingly decentralized planning is not a new concept for India. Though introduced in 1951, it was limited to sectoral programmes at lower administrative levels rather than comprehensive planning for units below the centre or states. After becoming the part of the Constitution (1992), the planning process at district and below has got added importance. The present volume after analyzing the concept and strategy of planning and discussing centralized versus decentralized planning committees vis-?-vis the role of Panchayati Raj representatives and comes out with some revealing findings and meaningful recommendations. Chaitali Pal (b. 1971) M.A. Political Science and Public Administration as also Postgraduate Diploma in Human Resource Management, has had her studies at University of Delhi, Delhi, Himachal University, Shimla and IGNOU , New Delhi respectively. She has registered herself for Ph.D. degree at jamia Millia Islamia, New Delhi. A co-author of thebook new Panchayati Raj in Action and contributor of four research papers to various journals and edited volumes, she is presently working as a Research Associate at Institute of Applied Manpower Research, New Delhi.

Professor S.N. Mishra (b. 1942), after serving at Magadh University, joined the Indian Institute of Public Administration in 1980 where currently he is Professor of Rural Studies. Apart from publishing nearly twently books on various facets of Rural Society, he has contributed more than hundred research papers to the various journals in India and abroad. A member of the Executive Committee of the Indian Public Administration Association, Prof. Mishra's areas of specialization are: Indian Political System, Applied Public Administration, Political Sociology, Constitutional Law, Democratice Decentralization, Development Administration and Local Self-Government.

Sweta Mishra (b. 1971) obtained her M.A. and M.Phil degrees in Political Science from the University of Delhi. Her area of specialization is public administration, rural development and grass-root democracy. Her earlier book 'Democratic Decentralisation in India: Retrospect and Prospect' published by Mittal Publications, New Delhi has been widely acclaimed. She frequently writes for professional journals on wide-ranging problems like development administration, democratic decentralization and Indian political system. Currently she is engaged in her Ph.D. thesis 'Promotion of Small-Scale Industries in India'.
