Governance as a concept remains underdeveloped and therefore remains exposed to a variety of interpretations. However, for the purpose of present book, a simplistic meaning of Governance has been taken which concerns with the problem of management of the affairs of the state. When one talks about governance he has to have in mind—political institutions within which management is exercised with the focus on how the democratic institutions function, the authority and working of judiciary, the administrative system and culture, the role of civil society and the underlying socio-political dynamics which conditions the functioning of such institutions. In this broader framework, the book systematically analyses the functioning of democratic institutions at the grass root level in their historicity, functioning and work culture of decentralized administrative set up as also the nuances of development mechanism. To support their findings, the authors of the book have taken into account both the macro and micro picture of the system as it operates. Though the microanalysis deals with the scenario of two districts only yet the findings have the scope of generalization for the whole of the country as the human nature and politico-administrative set up remains almost the same through out the country. A useful book for those who are interested in the study of functioning of grass-root institutions vis-?-vis development programmes. ABOUT THE AUTHOR S.N. Mishra

Professor S.N. Mishra (b. 1942), after serving at Magadh University, joined the Indian Institute of Public Administration in 1980 where currently he is Professor of Rural Studies. Apart from publishing nearly twently books on various facets of Rural Society, he has contributed more than hundred research papers to the various journals in India and abroad. A member of the Executive Committee of the Indian Public Administration Association, Prof. Mishra's areas of specialization are: Indian Political System, Applied Public Administration, Political Sociology, Constitutional Law, Democratice Decentralization, Development Administration and Local Self-Government.

ABOUT THE AUTHOR Sweta Mishra

Sweta Mishra (b. 1971) obtained her M.A. and M.Phil degrees in Political Science from the University of Delhi. Her area of specialization is public administration, rural development and grass-root democracy. Her earlier book 'Democratic Decentralisation in India: Retrospect and Prospect' published by Mittal Publications, New Delhi has been widely acclaimed. She frequently writes for professional journals on wide-ranging problems like development administration, democratic decentralization and Indian political system. Currently she is engaged in her Ph.D. thesis 'Promotion of Small-Scale Industries in India'.
