New threats constantly call for new international responses. Examples are the conventions against acts of terrorism and the distribution of drugs. Despite the modern multiplication of global and regional multilateral treaties, however, customary international law still maintains a central role in the legal system of the international community. Social security is public programs designed to provide income and services to individuals in the event of retirement, sickness, disability, death, or unemployment. The term social security refers specifically to the programs established under the Social Security Act, originally enacted in 1935 and extensively amended in subsequent decades. The major social security categories include i. Old-age, survivors’ and disability insurance; ii. Medicare, including hospital insurance and supplementary medical insurance; iii. Supplemental security income; iv. Unemployment compensation; and v. Medicaid. A sixth category, Aid to Families with Dependent Children (AFDC), the federal guarantee of aid to poor children, was replaced in 1996 by a system of block grants to state welfare agencies. The present work in two volumes will be of immense importance for all those who are dealing with subject.
