The present monograph grew out of a major research study entitled an impact study of industrialization on selected SC households of Jagdishpur industrial area of Uttar Pradesh where there is around 30 % concentration of scheduled castes population. The area is industrially developed and the process of development started in early 1980s. The area also falls under the constituency of late prime ministers. It includes some parts of Rae Bareli and Sultanpur districts. The main objective of the study was to examine the development gap between scheduled castes and non-scheduled castes in command and control areas of the region. For this purpose the study examined the nature and magnitude of industrialization, percolation of benefits of industrialization, social and regional heterogeneity in percolation of benefits among women, absorption of SC workforce, increase in working opportunities of Sc women, effects on migration and changes in living condition in post industrialization period. The study has used secondary data for profiling of the area. Primary data was used for other purposes. The data were collected through random sample method. The data relate to agriculture, infrastructure, demography, occupation, cottage industry, migration, asset, vocational changes, human capital, services and finally general perception of the respondents about industry led transformation in the area in general and among SCs in particular. On the basis of the findings, the study concluded that, there has been favourable impact of industrial development in the Command region. The percolation of development has also tended, albeit slowly, towards the Control area as well. In several fronts SC households have cornered the benefits out of industrial changes. However, the process has been big landowners and capitalists class friendly. The study also observed socio-economic transformation and better level of living because of growth in service sector and employment thereof. Nevertheless, appropriate distribution policy is still required.

ABOUT THE AUTHOR N.M.P. Verma

NMP Verma has been teaching economics and guiding research since last two decades in the areas of Development Planning, Water Resources and Target Groups. He has served as Lecturer and Reader at Dr. Ram Manohar Lohia Avadh University, Faizabad which also offered Professor (Ambedkar Chair) in 2001. Prior to this he has supervised research at Indian Institute of Public Administration, New Delhi. He has authored several papers and a few monographs namely Irrigation Change and Agricultural Development (1990), Irrigation in India (1993) and Some Aspects of Economic Thought of Ambedkar (1998). He has been on the committee of several Universities, consultant of a few institutions and Member (Policy Planning on Ambedkar Village Development), Government of Uttar Pradesh. He has also attended various academic activities abroad on the invitation of Asian, North American and Australian Universities and Institutions. Presently, the author is Head, Department of Economics, Babasaheb Bhimrao Ambedkar University (a Central University), Lucknow.
