Terrorism is a threat to international peace and security especially when terrorists organizations operating against a foreign state are given safe heavens within the borders of a state. During the last two decades and particularly after September 11, 2001, terrorism is a no longer regarded as an ordinary crime or as an occasional disruption of law and order. It is perceived as a grave threat to the domestic and international order. Terrorism is fundamentally an attack upon the prevalling legal order by violent means.
