Enforcement crime is a new concept introduced by the author and it means the crimes committed by enforcement officers during the course of law enforcement or on the pretext of law enforcement or on the prefect of law enforcement. Till now/nobody viewed such violations of law as crime/although some named the acts as ‘lawless law enforcement’. The author gives a special identity to enforcement crimes and pleads for compensation to victims of misuse/abuse of power and authority. Enforcement crimes departments like hoarding of files are seen in all government matter of this book is the enforcement crimes generally noticed in police department. The author thinks that the financial loss caused to people and to the exchequer by enforcement crime-doers may be very heavy, heavier than the financial loss resulted from the crimes committed by traditional crime-doers. He feels that the enforcement crimes must be treated just like any other crime and dealt with accordingly. Indian police have entered the third millennium and the challenges for them are many. They have to work in a legal framework which recognizes victim justice, gender justice, human rights justice, social justice, enforcement justice, just justice, total justice etc. under an equal justice system which stands for distributive justice to criminals, to the victims, to the victims of power and authority, to the society and to the justice system itself.
