The Tamil Nadu Pachayats Act was enacted and brought in force in April 1994, and Rules under the Act were issued from time to time during the years from 1997 to 2004. However, these Rules are not codified into a manual, and are not readily available to the Panchayati Raj functionaries, and the public. This handbook is an attempt towards fulfilling that gap. It contains the 73rd AMENDMENT Act to the Constitution of India; Tamil Nadu Panchayats Act, 1994; Rules and Instructions common to the three tiers of Panchayat; Rules and Instructions Relating to Village Pachayat; Rules Relating to Panchayat Union Council; Rules and Instruction Relating to District Panchayat; Rules and Instructions Relating to District Planning Committee; Tamil Nadu Right to Information Act, 1997; Right to Information Act, 2005 of Government of India; and Tamil Nadu Transparency in Tenders Act, 198. Due care has been taken in incorporating the provisions of the Act and the Rules issued under the Act. However, the Users are advised o refer to the gazette notifications and original orders.

He has completed a major research project funded by ICSSR besides other minor projects. He was awarded Shastri Indo Canadian Institute fellowship to visit Canada and the US to write a book on Ethnic Conflict Management in Canada and India. He has undertaken major project entitled, Strategies to stimulate upward Social Mobility, with The Mother's Service Society, Pondicherry. He is actively involved in the thinktank group in Tamil Nadu to prepare an Agenda for 21st Century, Tamil Nadu. He is a life member of various professional associations.
ABOUT THE AUTHOR K. Subramaniam
K. Subramaniam retied as Additional Director of Rural development Department after 37 years of service. He was also involved actively in the formulation of rules under the Tamil Nadu Panchayats Act, 1994.

K. Vallinayagam is a graduate in law and retied after 36 years and service in the Rural Department of the Tamil Nadu Government. He is now practicing as an advocate in the madras High Court and actively involved in the training of Panchayati Raj functionaries.

N.S. Chidambaram worked in the rural development department for more than 36 years and retired as Additional Director of Rural development. Also, he worked as principal of Rural Extension Training Centre for more than four years. Currently he is actively involved in imparting training to the Panchayati Raj functionaries.
