The State Level Public Enterprises (SLPEs) form the backbone of the economy of the states in India. They are the lifeline of people residing in the states. Their effective working is of crucial significance to both the state governments and the residents in such states. The role of these enterprises assumes a greater importance in the small states in view of investments, employment, profitability, and research and development. Sikkim holds strategic significance in the North-East. The other states in the North-East draw considerable inspiration from Sikkim. However, in so far as the functioning of the SLPEs is concerned, Sikkim is not above board. These enterprises present an unhealthy scenario in terms of their operational and financial functioning. The present volume is an attempt to conceptualize the theory of the SLPEs’ restructuring and apply it to the functioning of the SLPEs in Sikkim with a view to find out the suitability of these enterprises for the retention, closure and privatization.

He has taught at the University of Bradford (UK) and was a visiting Professor at Maison Des Sciences De L'Hommes, Paris. He was on action research at North-West Province of South Africa at the invitation of DFID, UK. He has undertaken many institutional researches and consultancy projects on various aspects of public enterprises, public systems and finance. He has been a Management Consultant to several national and international organizations including PWC and Adam Smith Commission, Prime Minister's Economic Advisory Council, Indian Council of Social Science Research, Commonwealth Secretariat, International Civil Service Consortium, State Bureaus of Public Enterprises, Financial Institutions and Banks. He is Vice-President (Asia), International Association of Schools and Institutes in Administration, Brussels. He is Honorary Member on the Board of Research, American Biographical Institute, USA. He is special invitee to the Board of Governors, Institute of Public Enterprise, Hyderabad. He has several international and national publications.
