Since majority of the population in India lives in villages, suffering from poverty, unemployment, diseases and other health problems, malnutrition, potable water, lack of communication and transport, illiteracy etc., rural development is given special attention. Realising the fact that the Govt. alone can not tackle the problem, participation of masses and NGOs was solicited. ABOUT THE AUTHOR Rajib Lochan Panigrahy
R.L. Panigrahy (born in 1975) possesses the qualification of post Graduation in Economics from Berhampur University, Orrisa; PGDCA from India Education Centre, New Delhi; Post Graduate Diploma in Personnel Management & Industrial Relations from Madurai Kamraj University, Tamil Nadu. He had worked since 2nd Dec.’ 96 in Rayagada Collage, Rayagada, Orrisa as Computer Teacher and now working as a Computer Teacher in Science Collage, Hinjilicut, Orrisa. He is teach9ng both Under Graduate and Graduate students. He is the author of the boos –“ HRD & Labour Welfare†from Mohit Publications, New Delhi; 4 books are ready for publication. He has contributed many articles are presented in different state and national level conferences and 8 articles are published. He has participated in 3 national conferences and workshops, 8 state conferences, 5 literary conferences.
