Administrative Theory has been an exciting area of the wider field of public Administration. ABOUT THE AUTHOR Rakesh Hooja

Rakesh Hooja is Joint Secretary, Ministry of Home Affairs, Government of India, New Delhi. His earlier prominent assignments in the government of Rajasthan include Area Development Commissioner, Indira Gandhi Canal Project, Secretary, Command Area Development and Water Utilisation and Commissioner, Agriculture Development Project. He has written extensively in his areas of interest like land and water management decentralized and district planning, rural development, participatory irrigation management, watershed management and development administration.

ABOUT THE AUTHOR Ramesh K. Arora

Professor Ramesh K. Arora had his higher education at Jaipur and at Lawrence, Kansas (USA). He served as professor, Head and Dean in the University of Rajasthan and as Fulbright Fellow at Maxwell School, Syracuse. He is presently serving as Visiting Professor at HCM Rajasthan State Institute of Public Administration. He is the Chairperson of Management Development Academy and Director of Centre for Self Excellence. Dr. Arora has written/edited more than 35 books. He is the Editor of Administrative Change, an international journal. His publications include Comparative Public Administration, Indian Public Administration, Politics and Administration in Changing Societies, Ethics and Accountability in Government and Business and Public Administration: Fresh Perspectives.
