No state of any extent can be ruled without a bureaucracy, but organisations of any size have been few until the modern era. Administrative institutions usually grow out of the personal servants of high officials. Public administrative services are linked to pursuing the public good by enhancing civil society and social justice. Though public administration has historically referred to as government management, it increasingly encompasses Non-Governmental Organisations that are not acting out of self interest. Public administration in India has been evolving for a long period of time.
