Admiral jayant Ganpat Nadkarni, PVSM, AVSM, NM, VSM (Retd) joined the India mercantile marine Training Ship DUFFERIN in 1946. On completion of training he joined the Royal Indian navy (RIN) in March 1949 and did his initial training in the UK. He is a graduate of the Defence Services Staff College and the naval war College, New Port, Rhode Island. His important shore appointments include Chief Instructor at the Defence Service Staff College, Wellington, Chief of Staff of the Western Naval Command and the Senior Directing Staff at the national defence College, New Delhi. He commanded the Western Fleet from May 1981 to August 1982 and was Chief of personnel at naval HQ from 1982 to 1984. He was then appointed as the Flag Officer Commanding-in-chief of the eastern Naval Command and became the Vice Chief of the Naval Staff in February1986. On 30 November 1987 he became the 13th Chief of the Naval Staff. He retired in November 1990. Admiral Nadkarni is married to Mrs Vimal Nadkarni and they have two sons, one whom is a Captain in the Indian navy. Since retirement he has settled in Pune. He was one fot6 eh founding members of the centre fro Advanced Strategic Studies, a think tank in Pune and served as its Director for three years. He writes on defence subjects frequently in newspapers and internet magazines.

ABOUT THE AUTHOR Amiya Kumar Ghosh

Amiya Kumar Ghosh joined the Indian defence Accounts service in 1961. After various assignments in the field, he joined the Ministry of defence in early 1986 as Additional Finance Advisor and Joint Secretary. Among other things, he dealt with defence budgeting and defence planning. In August 1991, he headed a Task Force to give recommendations on better accounting classification in defence services and for effective budget formulation, expenditure control and decision making in logistic areas of defence. Some of its recommendations were implemented. Mr. Ghosh was later appointed as Additional secretary, defence Production and Supplies. He took over as Finance Advisor, D3efence Services in February 1994 and held that post till his retirement in September 1995. He has to his credit a book on India’s Defence Budget and Expenditure management in a Wider Context, published in 1996. He was awarded the Special Chair at the united service Institution of India, for the year 2002-2003, to carry out research on “Defence Budgeting System for Better Planning and Control of expenditure”.
