This book debates the linkages between Defence, Development and National Security in the Indian context. Whilst every opportunity for larger allocations to the non-military sector must be welcomed, the primary prerequisite of a stable and secure environment conductive for fostering economic growth cannot be ignored. External threats and international turmoil will undermine investor confidence and large military expenditure will also not encourage investors. Balanced defence expenditure creates the appropriate security setting for the country to develop. To strike the right balance requires an interdisciplinary approach drawing upon the disciplines of diplomacy, security and economics. The book introduces the concept of conversion whereby some defence facilities and resources can find civilian applications. Amongst them is the vast reservoir of military manpower, technical training institutions, land, and research and development facilities. Defence expenditure can be leveraged for national security, economic growth and human development. Some strategies to achieve this objective and offered in this book.

ABOUT THE AUTHOR Sujeet Samaddar

Captain Sujeet Samaddar graduated in Industrial Engineering from the University of Roorkee in 1978. After a short stint with Tata Consulting Engineers, Samaddar joined the Indian Navy and was commissioned into the Executive Branch in 1980. Samaddar graduated from the Defence Services Staff College, Wellington and obtained a Masters Degree in Defence Studies in 1995. He later earned a M.Phil in Strategic Studies from the University of Madras in 1999 and a Post Graduate diploma in Management from IGNOU in 2000. Samaddar is a graduate of the National Institute for Defence Studies, Tokyo and also has completed an International Course on armed Conflict and Peacekeeping from the United Nations University, Tokyo. Samaddar has held three commands in the Indian Navy and is presently posted to the College of Naval Warfare, Mumbai. He was awarded the Admiral R.D. Katari fellowship by the USI Centre for Research, for the year 2000-01, to carry out research on 'Defence, Development and National Security in the Indian Context'.
