The future path of nature cannot be predicted. That is why natural disasters happen and human beings are unable to avoid them. In the face of sudden natural and even "manmade" disasters the bottom line for us needs to be an effective disaster preparedness and mitigation. The clear message that nature gives out to us is-prepare yourself or perish. Our country has seen some major disasters in recent memory and the lack of preparedness and inadequacy to face such calamities is a cause for concern. As is well known, India is one of the most disaster prone countries in the world. The location and geographical features render 85% of land area vulnerable to a number of national hazards such as cyclones, droughts, earthquakes, landslides and avalanches. Apart from natural disasters serious manmade disaster can also take place without adequate preventive measures. Disasters, till recently, were viewed as isolated incidents and considered emergencies with little focus on preparedness, mitigation and prediction/early warning actions that could reduce impact. As vulnerability to disasters has increased, greater attention has to be directed to reducing risks associated with its occurrence through improvement in operational capabilities and mitigation measures. Mitigating the effect of disaster requires the use of all components of the cycle of disaster management rather than focusing only on crisis management.
