ABOUT THE AUTHOR Noor Mohammed Bilal

Dr. Noor Mohammed Bilal was born at Maisuma, Srinagar. He has been an alumni of the universities of Kashmir and Panjab. He did his L.L.M. from Panjab University, Chandigarh and obtained his Ph.D. in law from the University of Kashmir. Presently, he is engaged as Reader in the Faculty of Law, University of Kashmir. He has been teaching Constitutional Law, Administrative Law and International Law since last twenty years to both undergraduate and postgraduate classes. Dr. Bilal has participated and contributed a number of presentations in different national and international seminars, workshops and conferences. He has contributed a number of research papers and articles to different national and international legal periodicals. Dr. Bilal has been actively engaged in legal research, legal literacy programmes and advancing the cause of Human Rights.
