ABOUT THE AUTHOR P. Rathnaswamy
P. Rathnaswamy (03-02-1952) has acquired the qualifications, M.Com., LLM., M.Sc., Ph.D. (Management)., Ph.D. (Constitutional Law), and (D. Litt (Environment). Started the career as Assistant Professor of Commerce, University of Madras and joined Civil Service of 1979 batch. Worked as Deputy Secretary to Government of India, Ministry of Planning, commissioner DI/Director, Central Vigilance Commission, Government of India, and Professor of HRD and Management, NIFM (National Institute of Financial Management), Ministry of Finance, government of India. Presently, visiting Professor to several reputed Universities and Institutions. He is working in the Ordnance Cable Factory, Ministry of Defence, Government of India. Presented Papers and addressed several national and international conferences. In 1987, presented paper on cost Benefit Analysis in the National Conference on Quality Circle, New Delhi. In 1989, presented and addressed the First Asian Congress on quality and Reliability at Vigyan Bhawan, New Delhi. Presented papers and addressed International Law Conference on “The Impact of Globalization on Labour†and “The Need for Disinvestment†held in India International Centre in 2001. Addressed, on International Environment Law and Sustainable Development, International Environmental Law seminar organized by Delhi University, Delhi and National Institute of Law, Bangalore, Government of India in association with Ministry of Agriculture, Government of India held in 2002.
