The International Environment Management is a new phenomena which is fast developing to make sustainable development possible and achievable. The International Environment Management comprises of International Management Law and institutional organization for achieving sustainable development at global and national level. The term Sustainable Development is widely accepted defining development and environment. However, there are contradictions and controversies. To implement the Sustainable Development, it is found difficult to practice it for various reasons which are elaborately discussed in this book. Before addressing the issues of Sustainable Development, a brief introduction is given to explain historical evolution of Sustainable Development. There are two approaches to achieve the Sustainable Development and these are through Environmental Laws/Agreements/Protocols/Treaties/Declarations and through international organizations like UNO and its agencies, National Government Agencies, Private Sectors etc. Despite successful efforts by the international organizations and enforcement of Environmental Laws, the Sustainable Development is yet to be realised. In this book, a solution is suggested by proposing a new theory of Empowerment of Sustainable Development.

ABOUT THE AUTHOR P. Rathnaswamy

P. Rathnaswamy (03-02-1952) has acquired the qualifications, M.Com., LLM., M.Sc., Ph.D. (Management)., Ph.D. (Constitutional Law), and (D. Litt (Environment). Started the career as Assistant Professor of Commerce, University of Madras and joined Civil Service of 1979 batch. Worked as Deputy Secretary to Government of India, Ministry of Planning, commissioner DI/Director, Central Vigilance Commission, Government of India, and Professor of HRD and Management, NIFM (National Institute of Financial Management), Ministry of Finance, government of India. Presently, visiting Professor to several reputed Universities and Institutions. He is working in the Ordnance Cable Factory, Ministry of Defence, Government of India. Presented Papers and addressed several national and international conferences. In 1987, presented paper on cost Benefit Analysis in the National Conference on Quality Circle, New Delhi. In 1989, presented and addressed the First Asian Congress on quality and Reliability at Vigyan Bhawan, New Delhi. Presented papers and addressed International Law Conference on “The Impact of Globalization on Labour” and “The Need for Disinvestment” held in India International Centre in 2001. Addressed, on International Environment Law and Sustainable Development, International Environmental Law seminar organized by Delhi University, Delhi and National Institute of Law, Bangalore, Government of India in association with Ministry of Agriculture, Government of India held in 2002.
