Development and infrastructure projects in some cities, especially those not located in wealthy states, suffer from an inability to raise sufficient funds even if there is an adequate master plan in place. The 2001 census shows that almost 28 per cent Indians live in cities. This figure is likely to go up to 40 per cent by 2021. With this kind of population density concentrated in cities, ratings will also help businesses as well as individuals decide as to which city is best suited for their interests. Though the scope of these ratings is restricted to only development schemes, that itself works as a good and clear indicator of the direction of progress that a city is planning.
