Formerly Professor at the Indian Institute of Public Administration, New Delhi and at IIT-Kanpur, he held distinguished positions in the Government of India as Chairman, Agricultural Prices Commission and Minimum Wages Advisory Board and Member, National Flood Commission, National Core Group on Flood Disaster, Working Group on Financial, Legal and Institutional Aspects of National Commission for Integrated Water Resources Development.
