Industrialization is considered to be the gateway to prosperity and development of nation. However, over industrialization and indiscriminate application of science and technology to economic development has been the principal cause for continuing and accelerating impairment of the quality of environment. It is widely recognized that we are facing today dangerous levels of pollution in water, air and earth, undesirable disturbance to the ecological balance of biosphere, destruction and depiction of irreplaceable mental and social health of man in man-made environment. In other words, in India there has been industrial planning but no environmental planning. The rapid and luxuriant growth of industries consequently aggravates the problems of environmental deterioration. Our motto may probably be for industrialization with a reasonable clean environment. To achieve this, there need be a happy marriage between industrial policy and environmental policy. The water act and the air act and the central and state boards constituted under these acts, do admirable work. But proper planning and implementation with a will to improve environment is the basic need to control pollution. For that purpose standards and limits of industrial pollution have to be prescribed and enforced through legislative measures. This must be in addition to the propaganda and education against pollution. The government could undertake coordination of all these functions.

Mohd. Khalid (Born 1975) has obtained B.A. (Hons.) in Political Science, Master of Social Work (M.S.W.), L.L.B. (Hons.) and L.L.M. from Aligarh Muslim University, Aligarh (UP). He has obtained university medal for standing first in order of merit in L.L.M. Qualified UGC/NET in Law. He is keen researcher and has analytical bent of mind and has credit of getting published number of papers/articles in reputed journals in issues relating to environment, human rights, labour laws and international law. He participated in several national seminars/conferences.

Dr. Mohd. Shahid (Born 1967) presently lecturer (Political Science) in G.S. (P.G.) Colleges, Sultanpur (U.P.), India. He has obtained his M.Phil and Ph.D. degrees in Political Science from Aligarh Muslim University, Aligarch (India). He is a prolific writer, frequently contributing articles, research papers etc. to various reputed professional journals, periodicals in issues relating to environment, human rights, international relations and international law. He participated in several national seminars/conference.
