What is wrong with the tribal population in the national context? Why they are treated as poor, innocent, exploited, illiterate, backward etc. Why they are being provided constitutional safe-guard since long? Why they are also getting reservations? The Ministry of tribal Affairs was constituted in October 1999 to provide more focused attention towards development of Scheduled Tribes. Previously the ministry was known as "Tribal Welfare department". Again in June 1990, the constitution (Sixth fifth Amendment) Act, 1990 of Parliament received the assent of President and Known as "national Commission for Scheduled castes and Scheduled tribes". Previously it was headed by one man called as Commissioner for Scheduled castes and scheduled tribes. The answer is very simple the Government failed to uplift the life of scheduled tribe in the country. The incidence of overdues in the agricultural credit system has been increasing over the years and has been steadily eroding the financial soundness of the system. Few years ago the farmer has a responsibility to pay his agricultural loans. But now he has been incorporated with Govt sponsored programme etc. Thus, now he has a dual responsibilities to pay i.e. agriculture loan and credit of Govt sponsored programmes. But unfortunately in tribal economy the results or achievements are rather unfavourable. Result there by, they are bound to declared defaults.  

ABOUT THE AUTHOR P.R. Naidu

Dr. P.R. Naidu (b. 1042), M.A. (Eco.), Diploma in Journalism, Ph.D. from Ravishankar university, raipur (C.G.) was senior Fellow in U.G.C., New Delhi. He has 25 years teaching experience in P.G. College, Bisalpur (C.G.). He has also guided five Ph.D. scholars. He has participated in various U.G.C. and Govt. projects. Dr. Naidu was Convenor, U.G.C. New Delhi sponsored national seminar on Human Rights during Jan 2001. He was resource person during national seminar on Socio Economic conditions of ST population in forested areas of M.P. and measure for improvement, 2000 Govt. P.G. College, Raigarh. He was also resource Person in Sociology Refresher Course, 2001, 2003, 2005, Rani Durgawati University, Jabalpur. Over hundred research papers and a reference book on Tribals are credited to him. His areas of specializations are Tribal economic and Rural development.
