Though the scheduled tribes have lived in the country since time immemorial and there have been various sociological studies on different tribal groups, yet the efforts after independence to make them equal partners in the newly resurgent India through the path of planned development and its impact on the tribals have been rarely studied. This study of the tribal groups in Uttaranchal and Jharkhand which depicts the progress of the developmental programmes implemented through the government and NGOs is an eye-opener because it vividly shows as to how far we have yet to go in the sphere of tribal development.

ABOUT THE AUTHOR M. Shakeel Ahmad

Dr. M. Shakeel Ahmad is an officer of the Indian Administrative Service belonging to Bihar cadre’ who has worked in the central government in the field of the empowerment of the Weaker Sections of society, which include the Scheduled Castes, the Scheduled Tribes, the Minorities and Other Backward Classes. When the new and separate Ministry for Tribal Affairs was constituted at the centre in October 1999, Dr. Ahmad was called upon to work as the joint secretary in the newly created Ministry. Dr. Ahmad, besides being in the thick of administration for the last thirty years, has a rare empathy for the tribals and this study has brought out these qualities in ample measure.
