Since Independence, an explicitly defined national communication policy seems to have eluded the attention of our policy makers. The reason for this, one has to confess, is that the communication policy making process has suffered from a lack of direction and has been leaderless. Several committees and commissions have dealt with problems on an ad hoc basis. It is a pity though that the recommendations of these bodies have rarely been implemented. This book points out the problems that have retarded the development of a policy and the fact that our linguistic and cultural diversities and varying levels of development in different regions and sections of the society make communication the most challenging task in contemporary India. This is the author’s fourth book in the series that includes: Communication Policy and Planning Principles; Communication for Development and social Change; and Intercultural Communication: an Agenda for Developing Countries.
