Since Independence, an explicitly defined national communication policy seems to have eluded the attention of our policy makers. The reason for this, one has to confess, is that the communication policy making process has suffered from a lack of direction and has been leaderless. Several committees and commissions have dealt with problems on an ad hoc basis. It is a pity though that the recommendations of these bodies have rarely been implemented. This book points out the problems that have retarded the development of a policy and the fact that our linguistic and cultural diversities and varying levels of development in different regions and sections of the society make communication the most challenging task in contemporary India. ABOUT THE AUTHOR Kanwar B. Mathur

Kanwar Bahadaur Mathur is presently Visiting Professor, Indian Institute of Mass Communication, Government of India, Jawaharlal Nehru University Campus. New Delhi. Mr. Mathur was called to the International Civil Services of Unesco, Paris in 1971. He was Programme Specialist in the Communication Sector and later became Director, Population & Human Settlements Division of the Sector of Social and Human Sciences. He also served as Senior Regional Population Communication Adviser of Unesco for Africa. Prior to his international assignments. Mr. Mathur was Publicity Officer and then Editor in the Ministry of Health and Family Welfare, Government of India. He earned M.A. degree in English Literature and Diploma in Journalism from the Punjab University and as Government of India/USAID fellow was awarded the MPH degree of the University of California at Berkeley. Mr Mathur posses diplomas in French and Spanish languages respectively from the Alliiance Francaise, Paris and the School of Foreign Languages, Ministry of Defence, Government of India. Besides authoring several books on various aspects of communication Mr. Mathur also published Power Game: Kanwar;s Principles of Power Through Elections and Rumours-A Framework. He is also a short story writer having published Kanwar Ekadshi (in Hindi), His latest work in fiction by God! It is Incredible. Mr. Mathur has traveled widely and resides in Paris, France.
