ABOUT THE AUTHOR Umesh Kumar

Dr. Umesh Kumar (b-1962) an established author of repute is a Reader in the University Department of public Administration, Veer Kunwar Singh University, Ara Bihar. He taught Political Science at Maharaja College Ara, before joining the University Department. Dr. Kumar is an M.A. in Political Science and Public Administration from Magadh University, Both Gaya. He was awarded the Degree of doctor of Philosophy by Patna University, Patna, Bihar. From his student life, he has shown keen interest in journalism. He is well appreciated, energetic, young and a committed researcher. Dr. Kumar, a profile writer has to his credit about half a dozen books (reference and text) and dozens of research papers. His areas of specialization are Public Administration, Administrative Thought and Development Administration. He is also associated with many social, political and, educational institutions and has gained a high reputation among the younger  generation.
