This study attempts to review the role of Panchayati Raj institutions play in democratising the decision making process at the local levels and in mobilising the people for social and economic development. Based on an intensive research on the functioning of the Panchayati Raj institutions in the state of Haryana, the book deals with a range of issues including the legal basis of the Panchayati Raj institutions, the electoral process that has brought new leadership to the forefront; the social and economic background of the elected representatives, the way they function and the role they play; the motivations that prompt them for action or no action and the reforms still needed to make the system work in accordance with letter and spirit of the constitution of India. Although the study is confined to the state of Haryana, its conclusions have larger and systemic relevance. It reveals that constitutional amendments and follow up state laws did make some differences, particularly with respect to the representation of the marginalized people. But as far as the working of the institutions is concerned, there is much to be desired. It finds a nexus between law, social milieu, economic structure, and host of their factors that go to make a society. The book will be useful for the students, researchers, administrators, policy makers and development agencies..

ABOUT THE AUTHOR Rajvir S. Dhaka
Dr. Rajvir S. Dhaka after his Graduation with Honours in Economics from Delhi University did his Master’s in Public Administration and Ph.D. from Maharashi Dayanand University, Rohtak. He obtained MBA degree in Human Resource Development from IGNOU, New Delhi. He was awarded UGC Fellowship for doing Ph.D. He is a perceptive researcher, whose interest centres on Public Policy Issues, Rural Development and Good Governance. Dr. Dhaka has authored: Participatory Development and Capacity Building (2000) and co-edited ; Humanizing Development – Trends in Public Administration (2001). He has contributed a number of research papers in various journals and magazines. He is currently working as assistant Professor, Faculty of Public Administration, at Haryana Institute of Public Administration, Gurgaon. He is also associated with Sustainable Development Foundation, New Delhi and presides over SPACE, a NGO based in Haryana. Dr. Dhaka is also a member of a number of professional and academic bodies.
ABOUT THE AUTHOR Suresh Misra
Suresh Misra is currently Associate Professor and Head, Faculty of Public Administration at the Haryana Institute of Public Administration, Gurgaon. He holds Master’s degree in Political Science from Jawaharlal Nehru University, New Delhi and D.Phil from Allahabad University. Dr. Misra had his advance training in Rural Management at the Development Study Centre, Rehovot, Israel. He was awarded AOTS Scholarship for training in corporate Governance at AOTS, Tokyo, Japan. He participated in the Training of Trainers (ToT) Programme at U.K. Civil Service College, Sunningdale and Thames Valley University, U.K. Dr. Misra has authored Politico-Peasantry Conflict in India (1990); Legislative Framework of Panchayati Raj in India (1993); Popular Participation in Rural Development (1996); and Legislative Status of Panchayati Raj in India (1997). He has edited Social welfare, Poverty Alleviation and New Economic Policy (1995); Environmental Laws in India – Issues and Responses (1996); and Humanizing Development Trends in Public Administration (2001).
