Free India had inherited a system of education that was initially designed by the British for the maintenance of their imperial administration in India. It was called the Macaulay Scheme of Education. British system of education on Indian system. It was this system which had produced the leadership which set the British back to London. But it had so many defects. When India became free, the wise leadership under the dynamic Prime Minister late Jawaharlal Nehru, tried to overhaul the educational system to produce proper leadership for Indian policy, economy and culture. T commission under the chairmanship of Dr. S. Radhakrishanan was appointed to go into the higher education system and suggest suitable improvements in the higher education system of free India. The commission recommended to set up a higher education agency on the pattern of the British University Grants Commission. It was named in India as University Grants Commission, which managed the development of higher education in India. Now under the able guidance and management of the University Grants Commission, Indian higher education has acquired a status in the world. India ranks third in the world in technical and scientific manpower. This is a marvelous achievement. All this history of the development of higher education in India is mostly based on the annual reports of the University Grants Commission.
