What is the role of the public administrator in shaping and executing public policy? How might public organizations best he designed and managed? What are the proper roles and responsibilities of the public managers? In an effort to answer such questions students and practitioners of public administration over years have developed a variety of theoretical approaches. Yet all have been bound together to their attempt to conceptualize and to understand the management of public programme.
